Sounds like a part of a DMB32 (?) for Decnet WAN conections.
The VAX 6000 I used to admin had one as part of Shared Medical Systems
worldwide DECnet network in the early ninetys.

it's the MFM "Extention" cable. you can put external MFM devices on it.
