Wilson's FDADAP if you want
it simple--but you can also wire your own cable), you can use Dave Dunfield's
ImageDisk to do the job. No special hardware required, other than a PC
controller that can also handle FM encoding--there are programs to test that.
Panasonic tended to rely on standard modulation (FM/MFM).
Having just been through several rounds of 8" diskette archiving, I'll
strongly second this suggestion. I purchased a certain quasi-proprietary
board for imaging purposes, but discovered it (or more precisely its
software support) was not up to the job.
For the very few things that ImageDisk cannot handle - because the PC
diskette controller cannot handle them - I use my trusty old Catweasal.
Most recently for reading off the contents of Intel MDS-800 M2FM
diskettes.
