Seconded. There's no indication that it might not be available to
foreign readers until they chime in and say, "Hey, this doesn't
work." Short of checking through an international proxy every time
(which doesn't seem that reasonable, and you can always view it
through one if you wanted), it's all a guessing game.
I'd stop well short of suggesting you move somewhere else, though.
