I don't know of an automatic tool, but PCB (http://
pcb.gpleda.org/, for UNIX platforms) can display a PNG file in the
background of the board layout for tracing purposes.
This is a great program; it's under very active development by
some very smart people. I've used it for years for both personal and
commercial projects.
