tools for the hackerspace are expensive, people are poor...Unfortunately

Stupid, though, is a problem. I'd say you're looking in the wrong
places. I'm not sure how to address that in your area. Here, I'd go
hang out at a Hackerspace or something...not sure if there are many of
those where you are, but if you can find one, that's probably your
best bet.
...and if you can't find a local Hackerspace, get your buddies
together and START ONE! :)
