Well you do need mass storage for a real OS, and the COCO disk
drive is very questionable mass storage.
The hardest part is nobody can sell you a disk with OS/9 on it
since the OS/9 is not supported anymore.(1)

(1)If you can find a better 6809 system than a COCO/Dragon
it may already have OS/9 with it.
