If it's a normal production Mac, they're most likely HAL parts rather
than PAL, which means that they're mask-programmed and probably don't
support the readback mode at all. I'd be a little worried that trying
to read a HAL in a PAL programmer might damage the HAL.
If I had a spare original Mac logic board handy, or Mac Plus, I'd be
tempted to decap the HALs. It should be easy to extract the content
optically. Probably true for original PALs also, but not for the later
electrically erasable ones.
