That is what I've used as the "activator" in my retrobright treatments. It
will deyellow things on it's own but these whitening products do use a lot
of surfactants.

Available here in the USA under a variety of names as well as several
generics. I buy my sodium percarbonate at the local hardware store in a
tub for about a dollar per pound, regular price.
