Sure they exist. Our Diehl Dilector (external paper tape reader for the
Diehl Combitron) contains a Siemens reader unit that works exactly like
that. Sprocket feed and brushes, just like old punched card equipment.

Facit tried a thing that
detected the cahnge in capacitance when the tape (rather than a hole) was
over the read electrode. I am told it was not that reliable...
I have two Facit units, they can be switched between 500 and 1000 cps.
They support start-stop mode (quite slow) and a continuous-run mode. The
motor needs some time (some deciseconds I guess) to come to full speed, so
the data rate increases up to the selected maximum.
And I've heard of readers with 2000 cps...
