Looks like they've got an OCR overlay to me. Which is kinda
cool, in a way. Makes the text mostly searchable.
Admittedly, some of the 2-color pixelation artifacts are
distracting.

OK, I've downloaded some of them now.
They are some of the ugliest, bloated pdf's I've ever seen.
What are you doing to them to make them look so BAD.
