Do you have a calibrated scanner? In the days of CCD scanners with optics (as
opposed to Contact Image Sensors) you had to carefully align the optics
so that the resultant image was scaled correctly, so that a 1" line was exactly
400 pixels long on a 400dpi scan. I don't know if it's even possible to set the
scaling of a scanner with a CIS.
I should run downstairs to the CHM scanning lab and see how accurate the different
models of scanners we have there actually are.
