What fills that role today?
What's wrong with just sending an email, or a piece of paper with an URL,
maybe shortened with tinyurl or whatever? That meets with your
requirements and it's totally free.
(They did make smallish ~50MB CD-R's, but the trouble with those is some
machines use slot loading media, and those don't work there.)
