I think that it has a finite vocabulary (900 words?),
although provision to embed alien words. (when nothing will quite
substitute for "Klaatu barada nikto")
Just as any given programming language might not be "complete", but that
is not intolerable if there is provision to call subroutines written in
something else.
It used to have 900 core words in about 1884 when it was first published,
but that was a very long time ago and within a decade, the 2nd edition was
substantially bigger.
