Pretty much what I was thinking. Microcontrollers aren't necessary.
The PLL need only provide an output in the ratio of 3:4 of the actual
vs. the synthetic pulses. In other words, every 3rd sector pulse from
the RK05 should be coincident with every 4th synthesized pulse.
