It is not hard to construct. The VAXstation 3100 has a DA15 with RGB
analog video output. Every multisync monitor, that can understand sync
on green, will do the job. The pinout is somthere on the net. IIRC there
are three pins for RGB and a separate pin for mono-video. If you don't
have a color frame buffer (GPX or SPX) just connect the mono output to
the green channel of the monitor.
