depends on how the various power supplies work. Old T$
I've seen raster-scan CRT devices relatively often do this, but with a
horizontal line. I've never seen one do it with a vertical line
(though it wouldn't surprise me to see it if the monitor were rotated,
ie, its fast scan were vertical and its slow scan horizontal). Getting
a vertical line means vertical scan is still going but horizontal scan
isn't, and I've never seen the slow scan outlast the fast scan.
