Were you dealing with an "IBM Product Center", or with an "IBM Authorized
Sales Center" (aka Computerland, Sears Business Center, etc.)?
I never had any difficulty getting them, other than having to order them,
and sometimes prepay.
But Computerland, etc. were clueless and unwilling to do their job.

technical reference manual for the hardware... I got both of them when
IBM was still selling the original PeeCees, but they were, for some
odd reason, difficult to obtain even back then (e.g., various people
at IBM denied that they existed... and if you really wanted to have
