That depends on the level of "cloneness". In the context of my very
first PC XT clone eons ago, I put a full copy of the IBM ROM BIOS and
ROM BASIC in it, and it went right into BASIC as expected when it
couldn't find a boot device. That was a pretty close copy of the XT
design; the only real difference was the ability to switch the clock to
8MHz from 4.77. It ran IBM BASIC from ROM just fine.
