the 2609 is a two port communications adaptor and the 6146 is a floppy

To a twinaxial workstation controller. On my 9406, it's an IOC on the
MFIOP. It sounds as if you have one of the smaller boxes which has a
'built-in' twinaxial workstation controller---that's the DB25f on the back
of the box.
It sounds like you're missing the twinax breakout, which is a black box
with eight twinax jacks, and a cable terminating in a DB25m.
Good luck!
