Consider that a
 radial alignment of +/- 1 mil is considered to be "good enough" and that
 the thickness of a piece of 20 lb. letter paper is 9 mils.  One might
 even give the spindle a couple of lateral taps with a small hammer to
 achieve that level of eccentricity. 
But certainly not USPS level of re-alignment!
