That hasn't been true probably since the 1950's. Core was slow
compared to CPU speeds and drum was even slower, particularly if
random access was employed. Modern memory is actually a closer match
to CPU speed than drum ever was.
I'm reasonably sure that the MicroVAX II (KA630) didn't use a cache
because
the CPU cycle time matched the memory cycle time exactly. 200ns is the
time that sticks in my mind for some reason ...
