In my experience, pink poly bags of any stripe are
pretty much useless.
They may be 'static dissipative', but they do little to protect it's
contents.
That makes no sense. Being "static dissipative" is the main way you
protect wrapped things from ESD damage. Perhaps you have crummy pink
bags. There are good ones.
Side note: another reason the mylar bags are used more when ESD danger
is high is that it is pretty hard for someone, like unskilled labor,
to mistake a metalized mylar bag for anything else, but the pink ESD
bags can easily be confused with non-ESD safe pink bags.
