Must remember old saying....Must remember old saying....Must remember old

"30 days has September, April June and November." I forget exactly how the
rest of it goes, but I know it mentions "except February alone".
"30 days hath September, April, June, and November.
All the rest have 31,
save February, which is all screwed up."
OK
Julius Caesar swiped a day from February to make his month more grandiose.
Then Augustus did the same, in a classical fit of one-ups-manship.
But, if July 31 is really from February, then how come it's so hot?
Aren't February days normally cold?
