Search down
the page for CT1600, and you'll see it has a "CD-ROM
interface". So, I'm pretty sure that's what the board is for.

Yes that's what it is. I have an old setup like here somewhere in my parts
bin. The difference is mine had a Molex power connector on the second card
(so the internal PC supply provided power to the external cdrom).
