Okay. dictionary.co.uk(which redirected me to freesearch.co.uk after
entering the search phrase) says almost the same thing:

It says a decimal point is the . between the two parts of a decimal. It
then goes on to say that some countries use a comma instead.

That's already been done; the ISO came up with that long ago.
