Isn't it? (As long as you are not touching the metal part of the
screwdriver!)
It's a good way to damage the capacitor due to the high current that
flows, and it's a good way to put a nice pit in the end of the
screwdriver if the capacitor is large enough/charger to a high enough
voltage.
For a large enough capaciter, it is also a good way to weld the
screwdriver to the capaciter.
