I don't just want to assemble some Z80 code,
I can find plenty of

To my eye (and my references), this is the standard ASM assembler as it ran
on the Zilog Development System. Contrast your listing with the samples in
the Zilog "Z80-Assembly Language Programming Manual". (February 1977).
There may have also been a Zilog cross-assembler for mainframes; I don't
recall.
I have the sources for the ZDS (OS plus toolchain) *somewhere*.
I can keep an eye open for them...
Didn't the ZDS use hard-sector 8" floppies?
I can't remember for certain.
