what +AD4- and +ACI- means. It's unclear.

+AD4- In some circles up here there is a slang phrase of approval
+AD4- meaning +ACI-more on top of it+ACI-, hipper. I'm sure that's what
+he AD4- meant.
Unclear.
Is the Canadian Official saying that He himself is a moron,
so that George Bush is hip by association? Explain.
