I can get it to work with a KS-10
You'll have fun with that. Weren't 18 bit Massbus disks the only supported drives
?
TOPS-10 included RX211 drivers (un)support:

RX20 (un)support package for TOPS-10 7.03
Contents, Installation Instructions, and General Cautions
RX20 (un)support allows TOPS-10 running on a KS20 (2020) system to (un)support
up to 2 RX211 floppy disk controllers, with up to 2 RX02 drives on each
controller. The (un)support provided is that of a non-file-structured device.
Some preliminary utilities are provided which may read DOS (or KLDCP or
RXDP) and RT format floppys.

CHAPTER 1
FLOPPY DISKETTES (RXA:)
Diskettes are block-addressable devices, each of which
contains 77 tracks of 26 sectors each. No file structure is
defined by the TOPS-10 monitor, although it is possible for
a user-mode program to define a file structure.

RTFLX is a utility that allows a DECsystem-10 to read and write files on
RT-11 floppy disks and DECtapes. RTFLX can translate ASCII, PDP-11
binary, and DECsystem-10 binary files to and from RT-11 format. In
addition, RTFLX can initialize RT-11 media, and can format floppys.
RTFLX supports TD10 DECtapes, and RX20 floppy disks (2020 only).
