This very much depends on the switcher. Generally speaking, all
but the very oldest switching power supplies are fine with little or
no load.
I'm very sorry (and surprised) to hear that your new scope went
boom. Those 7000-series boxes are generally indestructible. I hope
you're able to resurrect it.
