Possibly, although EPROM programming is not normally that difficult...
I built my first EPROM programmer many years ago. It did 2716-27128
chips, it emulated as well. And it had a serial interface. All done in
TTL and a dumb UART -- I couldn't use any programmed devices or even a
microprocesosr (it would need some kind of firmware device) as I had
nothing to program them on.
The problem, as I have said before, is all the other programmable devices...
