Circad (and in some extent, Diptrace) has tools for loading an image
into the pcb editor and recreating the tracks on top of that. If I were
versed in programming, I'd sure write a simple tool for that. Load image,
position the IC footprints, let it trace the tracks. This isn't hard for a
skilled programmer. Unfortunately I live in the world of microcontrollers :(
