Dunfield's ImageDisk to do the job. No special hardware required, other
than a PC controller that can also handle FM encoding--there are programs to
test that. Panasonic tended to rely on standard modulation (FM/MFM).
I've used this combination too for IBM 8-inch diskettes, it works very well.
