I cannot find my Practical Electronics back issues on CD right
now. But I'm sure I've seen an electronic edition of either
EPE or Elektor recently and it had advertising.
So they might well not own the advertising, but I'd be very surprised
if they could not distribute the magazine in its entirety.
Anyway, if someone asks, we'll know!
