I've seen some guys hand out calling cards that are tiny CD rom's--
that's about as close to what you've described that I've seen.
Of course, it has some limitations-- it's subject to scratching,
and as far as I know there's no 'mobile device' with a cd-rom
reader!
You know, a smartcard (such as used for phone cards in europe and
elsewhere) would be perfect for this application; problem is,
smartcards aren't used for things that would require you to plug
them into your computer or phone (no, GSM SIM cards *DONT* count!).
