Well a quick google did not find any data on a keyboard encoder
chip. Now who has the databooks on that. Since it looks like a
ASCII keyboard rather than a PC keyboard I would put my bet on
a encoder chip.
On the other hand, the fact that the manufacturer used
a socket for
the controller points to a programmable item; if this was a salvage
item, it may have even been a reprogrammable item. An 87C51 might be
a good start. A shot of the underside around the socket, including
the connections to the power/signal header might cinch the guess.
