Of course, it depends on the institution. Many museums will have a system in place whereby
one can request access to something that isn't on display. This is usually aimed at
researchers, although who qualifies as a researcher can be pretty open.
I think it behooves a museum to make things as open as possible, I see Henry Ford Museum
has done something interesting online:

It's possible to put a lot more artefacts online than it is to display. This requires
manpower, of course. That is always the sticking point.
