think of it in the buyers perspective, how could
paypal provide any protection to its buyers if it told
a fraudulent seller in 12 hours we are going to
transfer money back to the buyer, wouldn't work,
doesn't make any sense
Fraudulent sellers tend to only accept cleared
personal checks, money orders, wired transfers for
this reason
