You've just reinvented the Intel 80150 "Operating System Processor".
The Intel 80130 and 80150 contain 16KB of masked ROM, three timers, and
an interrupt controller. The 80130 ROM contains the iRMX-86 kernel;
the 80150 ROM contains CP/M-86.
