I have already removed the board in question. Although
I did not use a
nylon spludger as I don't know what such a thing is, let alone
actually have
one.
However, I managed to avoid tearing the pad you
mention.
For clearing the hole, if you don't have a nylon spludger you can sometimes
use the lead in a drafting pencil, but on thick boards you can't get the
head to penetrate deep enough. In the past I have resorted to a small drill
in a pin vice, but you need to be carefull not to remove any plating from
plated through holes.
