PLL to generate a 16 sector pack from a 12 sector pack, it should
also detect a 16 sector pack and just pass the pulses through
unmolested.
Or, if it generates the pulses as described using a PLL based on
the index pulse, it should be generating the same pulses as the
rings (if not, you're doing something wrong).
