A) What was the first computer to make some use of a
periodic signal to keep
a time/date that was synchronized with "wall time" [either in hardware or in
system software]?

B) What was the first computer to make use of a device which could remain
synchronized to "wall time" even if the computer was not operational?
... Sellam will have to say whether these are the right questions, but I
think you've got it as close as can be. With more precise questions the
actual date(*) can be nailed to the floor, of at least a description of
the hardware.
(*) The usual industry vapor factor applies, YMMV. The Joint Computer
Conference papers, if you swap transistors for VLSI, wrinkle paint for
injected plastic, read the same as product flak of today,.
