Nettamer, isn't quite command line, but it may work for you. It works
very well for email and usenet, and is dirt simple. I used to use it on
an 8088. I believe the author also has a few command line programs as
well, but I've never used them.

So far I've searched far and wide and pursued half a dozen well-meaning
but erroneous suggestions for various packages and I just don't think such
an application exists.
