Why, just Friday I bought a surplus 19" rack, and the other rack next
to it that I passed by was old enough to have the black wrinkle paint
as well as a US Navy property tag.
The Collins 51J-1 radio receiver of 1949 was 19-inch rack mounting and
I'm sure it wasn't the first. I think the HRO radio of 1934 was available
in rack mounting, but what width I don't know.
