Because that was the prototype, and it went through a lot of tweaking to
get it to a fully-working state. The final version collapses all the
logic into a VHDL description for a CPLD or FPGA, which is much more
practical but less fun to look at (and, presumably, harder to debug
since you can't stick a scope on internal signals so easily).
You'll probably find Chris Smith's site about the design interesting --
