It was very common back then. ?I have some 54175
cerDIPs that I
bought way back when that bear cryptic numbers, but they're National
parts, for certain--they were much cheaper than the correctly-labeled
versions.
This goes back to transistor, and even tube manufacture.
Given enough money or a big enough order...
