Thanks everyone for the offers of help, I was able to take a spare 32
PLCC to 32 DIP adapter and wire it up to a perf board, put some headers
on it and make a 32 to 28 pin adapter which it turns out wasn't too big
of a deal, only about 5-10 mins worth of soldering, most of the pins are
the same, just a few hand to be removed and the other bent over to line
up, so I was able to make a quick and dirty solution and programmed the
eeproms without a hitch, so again, thanks to everyone for the offers to
help.
