With that little RAM, that's actually a good question, and I'm
curious to see what others come up with. I think at least early
versions of RT-11SJ will fit.
The OS that comes to mind is the Paper-Tape OS, though I don't know
if it supports an 11/03.
Another problem is your available I/O.
