Normally, EAGLE's search engine doesn't do substring searches. Put an asterisk
(*) on either side of the search string when you enter it into the library
manager and it'll search for parts with a name/description containing the
search string. e.g.:
TIL311
finds parts called "TIL311" or with "TIL311" in the description
*TIL311*
finds parts called "<anything>TIL311<anything>"; e.g.
"HTIL311A",
"HPATIL311ABC"...
TIL311?
(can't remember if this is right -- try it) finds parts called "TIL311"
with a single letter/number as a suffix.
