I personally do not like "black hole policies". They mean that the CHM
wouldn't even help out a collector like me with a spare part it would
never need again...

If the museum gives out a part of its collection it compromises the
mission to preserve for later generations to have the artifacts in as
good a condition as possible to examine, study or display in the
future. They have stated that this is their mission. other collections
may be willing to loan and share, but having the artifacts preserved in
the manner they state says they don't loan out such unless it
contributes to their mission.
I could see some part going to a project to get another artifact into
their collection but just to get a collector going isn't something they
can do.
I am also looking at another collecting area i am heavily invested in,
libraries, and book collections. There are very few places which will
do anything but take your collection, regardless of the price and sell
it. The CHM will keep all they get and are the opposite and I respect
them for that.
They currently share access so you can duplicate or see the item,aand
that is what their mission will be ongoing.
To characterize it as a black hole is not a good characterization in my
opinion.
